On Android 8 and newer, the permission is per source. You allow Chrome, or Samsung Internet, or Files, one at a time. Parse error and "app not installed"

A parse error means Android could not read the package. The usual cause is a download that stopped halfway. Low storage is the next cause. "App not installed" is a different message. It often appears when an older package with another signature is already on the phone. Official updates share a signature.
